Unlocked quad-band phone with a local SIM card will get you all the calling you want, for cheap. I've got a SIM that covers me for the whole of Eastern Western Europe at never more than USD$0.03/min. It's pay-as-you go, can be re-charged via credit card online or over the phone, and has voice-mail as well.
