on international level, there is nothing what resembles intra-country things - contrary to what many may believe, there is no law (yes, bi- or multilateral agreements are just agreements, since there is no enforcement, etc) or economy (different currencies, etc) ... so bankruptcy is just declaring inability to pay... - silpol
